Would this cage work for a sugar glider? I plan to cover the shelves and ladders with fleece fabric.

It may, but it looks very flimsy. A better investment would be a HQ flight cage, petco carries them too.

the 16.5" L X 22.5" W X 32" H size is pretty small for sugar gliders.

It also does not appear to have a pull out cage pan that can be cleaned daily - and no bottom grate over the bottom of the cage so your gliders would be in the waste and dropped bits of food if the cage bottom is not cleaned daily.

Gliders need lots of open space for jumping - they do not need the ramps between levels so you would probably only need one or at most 2 of the shelves.

It is hard to tell how big the door on the cage is - but it is probably too small to get a glider safe wheel into the cage.

You may want to consider a sturdier cage with large swing out doors like the Brisbane. If you can go larger the Madagascar or Congo cages are also good choices.

I got my cage from Critterlove. It's perfect for two gliders. Super Roomy Glider Cage. For me the price point was fine. With shipping it was $170.00. It doesn't take over the room and the door opening is great for getting a glider safe wheel in the cage. Cleaning it is very easy. I took it off the stand and took it outside. I hosed it down and washed it with some vinegar and dawn soap. Rinsed it and let it dry. I can also get my upper body in there to surface clean it.

This cage which is made for rats and other rodents would not be suitable for gliders. Rats (which I have had) and other rodents require some sort of bedding substrate in the bottom of their cage. Gliders do not and need to be kept away from their waste.

The cage you referenced sits down in the pan where you add the bedding.
