I talked to my vet today about the biopsy of the amputated part of Roo's penis.

It was a hemangioma.

From The Hemangioma Newsline:

The word hemangioma comes from the Latin words hemangio meaning blood vessel and oma meaning tumor with active cell dividing activity. Hemangiomas differ from other vascular birthmarks in that they are biologically active, their growth is dependent from the growth of the child. They are the most common benign tumor of infants. Hemangioma growth is referred to as Hyperplasia, where as other vascular birthmarks growth is referred to as Hypertrophy.

The good news is, my vet says it was NOT cancerous. Hopefully, the two partial amputations were done far enough above the hemangioma, that there will be no need for future surgeries. She's going to talk to the pathologist on Monday for more information.

The biopsy was kinda expensive but so worth it, to know what was wrong so that hopefully, others will be helped. I'll update after I hear back from the vet when she talks to the pathologist.
