Nope. One tool bar has "Privacy statement, Board Rules, Mark all read" on the left and "Contact Us, Glider Central, Top" on the right. The other says "Home, Forums, links, Gallery, vets, breeders, sounds, Contact Us, Names, Rules & Policies"... No random!  That's exactly what mine says too. I'm using firefox 3.

And I use AVG which is not affecting the toolbar at all and IE in case you need to know that, too

My guess, It's about your browser settings. I suggest the following:
1. Clear cache / cookies to ensure you are loading a fresh version of your website.
2. Reset your IE browser (tools->Internet options->advanced->reset)
