Safe toys?

I've been reading about making pouches and toys and making sure they're safe.
I made a fleece toy that hangs across the cage, it's two strips sewn together, then a bunch of tabs cut on the sides. I saw a picture of one on here, which is what gave me the idea. I just want to make sure that this is safe for them and they won't get tangled in it and hurt themselves...
I'm probably over paranoid being a new owner... Lol

It's like this one, but less full...


If it's a good one, how do I make it fuller like these? Mines kind of sad looking. More layers of fleece?

Those are vines, I make mine with three layers of fleece.

When you go to cut the fleece to make the fringe, cut each layer a little off center from the previous layer and that will help it look fuller.
