I have always wondered this, too. I have been wondering if I can even get USDA licensed, living on an island and working 60 hr weeks, I just don't know how the surprise inspections work if no one is home.  Do you get penalized? Great question and I'm sorry no one has answered it! Hopefully this bumps it up for you and catches the attention of someone who knows!

Why don't you post a question in Glider Talk asking if there are any breeders who also work outside the home?
Many members never read this forum, so you may wait a long time before getting an answer.
The other alternative is to call your USDA office and just ask them Surely you would not be the only working breeder

I believe the inspector stops by without any warning and if you are not there you do get written up as failure to allow inspection.

This what we have been told as well. So far one of us have been home when they stop by. Here is GA we get an inspection from the GA dept. of ag as well. but again we have been home for both. I don't agree it should be written up as a "refused" I wish they would write it up as "not available" and Refused only if you refused entry for some reason. it would look better for all of us that are licensed and for people trying to find a breeder with solid inspections. Just my opinion and what we have been told by other licensed breeders and our inspectors.
