I have *heard*, though I may be wrong, that if a vendor says they will only take payment in the form of a gift, you can make a complaint to Paypal about them.  I send money via gift to friends and such and whenever I am being reimbursed for something, I ask that people send it as a gift or personal payment. But not if I were a vendor.
