Does anyone know how many breeding pairs it is before you need a breeders license in Canada. I heard it was 3 but am not sure.

I have no idea. Have you thought about contacting a breeder in Canada to ask? I'm not even sure who in gov't you should contact to ask. If you find out, please let us know.
