How to get licensed ?

Okay so I'm finally to the financial point where I can afford new gliders(: I was considering getting a new breeding pair, but it occured to me I should aquire a license first. The thing is, I live in Oregon. Oregon does not consider sugar gliders "exotics" from what I know of. Does this mean I can't get a USDA licence to breed ? How much does it usually cost ? What are the rules ? Any information would be appreciated. Thanks.

USDA requires that you have more than 3 breeding females, so one pair will not require a license. Make sure you get lineage on the pair to assure they are a good match & not related.

First off, you have to have the required number of breeding females before the USDA will consider licensing you. So as Lynn said, if you only have a breeding pair, you are not required to have a license. Licensing is required by the USDA, which is federal, so it doesn't matter if your state considers them exotics or not. Federal says you have to be licensed with more than 3 breeding females ~ this takes dogs/cats/etc. (excludes livestock) into consideration, so it's not just "exotics". (If you have 2 breeding female dogs and 2 breeding female gliders, you need to be licensed.) To obtain a license, you have to contact the USDA either by phone or online, to request the licensing packett. You can find that information HERE There is a $10 non-refundable application fee. You will have to have your vet inspect your "facility", complete portions of and sign the application. You complete the rest of the app and send it in. Once they receive your packet, they will schedule an initial inspection of your "facility". At this time, you will need to pay your license fee based on your anticipated first years' gross sales. My initial fee was $60. If you pass this initial inspection, you will receive a surprise inspection within 6 months, then annually thereafter. License fees range from $30 to $750 annually. The rates are: Sales from 0-$500 - $30.00 $501-$2,000 - $60.00 $2,001-$10,000 - $120.00 $10,001-$25,000 - $225.00 $25,001-$50,000 - $350.00 $50,001-$100,000 - $475.00 $100,001 and over - $750.00 As a licensed breeder you are responsible for keeping track of all gliders sold/exchanged or transferred/donated within your facility. This includes gliders born there and any you acquire. There are other requirements for the "facility" that are, in my opinion, bare minimum requirements that any glider owner should automatically exceed. The requirements should not be difficult at all to meet.

According to APHIS- "Any person operating or desiring to operate as a dealer must have a valid Class A ( breeder) or Class B (broker) license. [2.1(a)(1)]" "selling of any wild/exotic animals, excluding hoofstock, for: < pets < exhibition < research " The exemption- "NOTE: Persons with 3 or less breeding females are exempt." is under selling of domestic dogs or cats, not exotics. USDA

If the USDA refuses to license someone - then not having a license doesn't make them either an illegal breeder, or in violation of the law. It sure does! It's in black and white and nowhere on the APHIS site does it guarantee that anyone can get a licence or if you are refused a license you can still breed.Dealing with the federal government you have to be persistent and CYA.

Catman, you are not totally correct. In my area, the USDA doesn't have a CLUE. I went to their office and had to show them in their own booklet where I needed a license and had to even tell them just WHAT a glider is and everything. By the end of the meeting, they said they just wouldn't bother. They are more concerned with actual live stock (cattle, goats, etc) and said they wouldn't spend the time and resources on gliders.
I asked them about "breaking the law" and was reassured that it wasn't going to be an issue.
I currently have only 3 breeding females so not required but if you CAN'T get the USDA to come out, you can't get licensed.

Dancing, if you can get that in writing from them I could see some kind of exemption to the law(they have the authority). But as it is, it is pretty clear and simple, and STILL the law. How the USDA deals with the licenses and who they license doesn't change the law as written. I agree the USDA is clueless about a lot of stuff and I can only imagine how many people get a wild hair and want to breed animals, only to change their mind a year later. If you are serious about getting a license and feel that the officials that you have dealt with are not following the laws, then you have to go above them.When dealing with exotic or wild animals you have to go by the book.All it takes is one officer quiting or getting transferred and the replacement officer having different "pet peeves" to totally put the animals in danger. I have seen this kind of thing happen with both wildlife and exotic animals. If you go by the "book" you protect yourself and the animals.

kjgoulet, No. I remember having this discussion with a number of people about one year ago and this was brought up. Soooo.... We did some searching, lots of asking questions, phone calls galore, etc etc and we found what you've read here.
You can have 10 'breedable' female gliders in your home (or gliders and dogs, or more), but if none of them are being bred, you do not need a license.
It's when, and only when, you are actively breeding 3 or more that you then need the license.

This is the Federal Law as written LICENSING REQUIREMENTS Regulated activities involving regulated species of animals require a USDA dealers license. [1.1, 2.1] Criteria Any person operating or desiring to operate as a dealer must have a valid Class A ( breeder) or Class B (broker) license. [2.1(a)(1)] Classes of Licenses Class A License A dealer with a Class A license may conduct business involving: [1.1] C only animals that are bred and raised on his/her premises in a closed or stable colony, and C animals acquired for the sole purpose of maintaining or enhancing the breeding colony The following activities require a Class A license: C selling of domestic dogs or cats to a < pet shop < broker < dealer < exhibitor < research facility NOTE: Persons with 3 or less breeding females are exempt.( Note: this is under "domestic dogs or cats ") C selling of 25 or more dogs or cats or any combination thereof to a research facility C selling of more than $500 per calendar year of nondangerous pet type animals to a: < pet shop < broker < dealer < exhibitor < research facility C selling of any wild/exotic animals, excluding hoofstock, for: (Note: This specifically says "selling of ANY EXOTIC animals) < pets < exhibition < research Licensing Animal Care Resource Guide Licensing Requirements Dealer Inspection Guide 3.3.2 ANIMAL CARE 4/00 C selling of wild/exotic hoofstock, such as deer, elk, bison, if: < the sales are for regulated purposes, such as: R pets R biomedical research R nonagricultural exhibition, and < more than 10 animals are sold for regulated..............

I was wondering if there are any laws regarding breeding in Illinois that I need to know about. I checked out the USDA post and it does seem you need a licenses even if you have on breeding pair and plan on selling any as pets.

It also states if they are exotic animals it does not fall under the hobby breeder where you have to have 3 breeding females. I found this under Licensing and Registration under the animal welfare act hobby breeders page 11 exotic dealers page 10. I am so confused do I need a license by what this says I do. Please help me to understand! And this was supposed to be post under USDA licensing.
