What are you wanting to do with it?
I know some people have sanded the rust on their enamel coated cages and then used appliance paint and left it to dry and cure for a couple days.

Oh boy that is a tough one. If possible I would replace the cracked PVC and leave the screw holes, or put screws back in them.

As long as the space is 1/2 inch it would be ok.
